Special needs resourcing services help children, from birth to age six, fully participate in licensed child care in Waterloo Region.

Special needs services for children in child care
The following agencies are funded by the Region of Waterloo to provide special needs services in licensed child care:
- KW Habilitation Early Learning, Child Care and Family Resources provides support for children with developmental and/or social-emotional concerns.
- KidsAbility SPOT Program links families with kinesiologists, occupational therapists, physiotherapists and/or speech-language pathologists who support children with developmental, physical, and/or communication delays.
These community agencies and the Region of Waterloo form the Special Needs Resourcing Collaborative (SNRC). This group works to ensure all children, regardless of their abilities, are supported to safely participate in quality, inclusive licensed child care.
Referrals by child care programs and other agencies
If you work in a child care program or other agency, you can refer families to SNAP by completing the SNAP Referral and Intake Package. (to be completed together with the family)
Please complete the SNAP New Service Referral Form if a referral and intake package was previously completed and you are identifying additional concerns
